American diplomatic papers on the Empire and the Revolution, 1940 to 1979
This is the working room of a series of articles on Haile Selassie and on Ethiopia under the Empire and in the first years of the Revolution, read through the declassified American diplomatic record from 1940 to 1979. The register on the next page is its source: every telegram, despatch and memorandum the harvest found whose main and sustained subject is the country.
It needs to be noted that the organising principle is the country, not the Emperor. The Emperor is the axis of much of the record, but the register keeps the famine, the provinces, Eritrea, the university, the army and the Derg on the same terms as the court.
The articles begin as threads: bounded questions, each with its dates, put to the register. A thread’s candidate papers are gathered, each is read and annotated, and the result is a dossier. Only then is an article written from it. The threads now in hand, and how far each has come, are set out below.
Each thread across the period, 1940 – 1979
The register holds the State Department’s electronic telegrams for 1973 to 1979, the Foreign Relations of the United States from 1940, and the record cards of papers still withheld. It can be searched by word, date, post, theme and person.
This register brings together the declassified American record on Ethiopia from the Second World War to the end of 1979. It holds the telegrams of the State Department’s electronic files for 1973 to 1979, the years of famine, mutiny, the deposition of Haile Selassie I, the Derg, the Red Terror and the war in the Ogaden, together with the documents on Ethiopia printed in the Foreign Relations of the United States from 1940 onward.
It needs to be noted that these are the observations of one government about another, written for its own purposes and in its own idiom. They are offered as material that can be read against Ethiopian, European and other sources, and not as an account of what the country was. Each entry links back to its archival original. Dates are given in both the Gregorian and the Ethiopian calendar ፡ ዓ.ም.
